TONKAWA, OK - At their Jan. 18 meeting at NOC Tonkawa, Northern Oklahoma College Regents heard a presentation by Division of Nursing Chair Cammie Fast, approved a master lease real property project and approved a request for changes in academic service fees.

Fast discussed Missouri Hope 2016, a three-day domestic disaster relief training exercise in October attended by 10 NOC nursing students at the Mozingo Outdoor Education Recreation Area. Students honed their skills as emergency responders to an F-5 tornado scenario, helping to set up a mobile hospital, perform night rescues and treat mass “casualties.” Fast noted that NOC accepts about 100 applicants to its nursing program yearly.

The potential capital project for real property, which will be submitted to the state legislature for review, includes renovation of space in the Vineyard Library-Administration Building to develop a Cultural Engagement Center with emphasis on Native American students. Funding will be through the Master Lease program in conjunction with the Native American-Serving Nontribal Institution (NASNTI) Grant funding previously awarded to NOC.

Changes in academic service fees included modest increases for materials in specified classes, testing service fees and other costs in various areas. A reduction was requested for the nursing background testing fee to reflect decreasing expenses in that area. The request will be forwarded to the Oklahoma State Regents of Higher Education for approval.

Dr. Cheryl Evans, NOC president, noted that NOC is the second most affordable institution of higher learning in the state. She reported that Bert Mackie, vice chairman of Security National Bank in Enid, is the vice chair of Oklahoma Tomorrow, an organization formed by business leaders to educate the public and the legislature about the importance of adequately funding Oklahoma’s colleges and universities to ensure a skilled work force.

Dr. Pam Stinson, vice president for academic affairs, updated the Strategic Planning report regarding Northern’s provision of student activities and student satisfaction with such activities.

Dr. Rick Edgington, vice president for enrollment management, reported total NOC enrollment on Jan. 19 at 4,027 students with a total of 34,463 credit hours.

Personnel actions included the retirement of Nancy Brown, print shop specialist, the hiring of Patti Bloom as print shop specialist and the resignation of Teri Ethridge as Boehme residence hall director.

Anita Simpson, vice president for financial affairs, reported total net assets of $5,604,893.99 for the fiscal year 2016-2017 and presented December financial reports for the Regents’ approval. Regents also approved monthly allocation requests totaling $45,000 for various projects at Enid and at Tonkawa, as well as a request to purchase cafeteria furniture at Tonkawa.
