City Officials Announce Broadcast Milestone Achievements

Dr. David Vanhooser, Ward 6 City Commissioner and member of the Public Access Television Advisory board announced the completion of implementing key broadcast equipment components on the Enid Television Network (ETN). According to Commissioner Vanhooser, “The Enid community can take great pride in the all new "Enid Television Network." Our citizens can watch high definition programming on channels 111 and 112. City Commission meetings and study sessions are broadcast live in HD, as well as our own morning show on Thursdays, and a full complement of informational content. With the recent addition of live streaming on the internet- ETN is available world-wide. What a tremendous achievement for our community.” Vanhooser added, “Your commissioners promised the community outstanding public access television, and we have delivered on that promise.”

City Manager Jerald Gilbert said, “I'm very pleased with the accomplishments of Enid Television Network (ETN). The capabilities of ETN continue to be improved, refined and the entire City can and should be proud of the result.”

Lights, Camera, Action: EPS-TV is Here!

Grab that remote and tune into Enid Public Schools' new television station, EPS-TV, on Suddenlink channels 19 and 119. The station, managed by team members Mark Ray and Diana Haslett, will feature programs that showcase the district's schools, students, teachers, support staff members and more. From Board of Education meetings to school assemblies, EPS-TV will allow community members to experience school events and activities, even if they are unable to attend in person. Ray and Haslett also will work with EPS media production classes to develop student-produced shows for the public to enjoy. Like EPS-TV on Facebook or check out programming on its Youtube channel.

Live Streaming Test Complete for City Council Meetings

City Administration officials have announced the completion of tests regarding the use of “live streaming” technology for its City Council Meetings.

City Manager Eric Benson said, “I am pleased to announce the utilization of live streaming technology as an additional avenue to keep our citizens connected to city government. Future City Commission meetings will be broadcast on local television, home computers and mobile devices. In an effort to make our Commission meetings more accessible to the public, the city of Enid staff is incorporating the latest technology allowing for greater access to city government.”

According to Steve Kime, Director of Public Relations, Marketing and Enid Network Television, these live streaming tests were conducted over a two month period and viewership during this period was limited. Kime said, “we are pleased to bring City Council meeting to our citizens via their home computers and their smart phones. We worked diligently several weeks to get the technical bugs out before sharing with the public. We wanted it right!”

City Commission Broadcast to Air on Channel 12

The Enid City Commission television broadcasts are being moved from Channel 11 to Channel 12 in an effect to broadcast the meetings in high definition. According to Steve Kime, Director of Public Relations and Marketing for the city of Enid, “We are moving the City Commission meeting broadcast to Channel 12. This allows us to keep all government programming on one channel and provides the avenue we need to broadcast the meetings in high definition quality.” Kime said, the Enid Television Network staff is working diligently with Suddenlink officials to make all the technical moves needed to allow the meetings to air on Channel 12. Both parties are working to have all the changes in place by August 1. Kime stated, “only the City Commission meeting broadcast are being moved from 11 to Channel 12.” The city of Enid assumed operation of the local public access television programming serving Enid on February 1, 2014.

New Board To Revamp PEGASYS

The newly formed board that was picked to help guide the future of PEGASYS met today as a full board for the first time to discuss the future of the Suddenlink cable channels and what should be done with them. Attending the meeting were Allison McCune Davis, Curtis Tucker, Sherry Stotts, Jack Quirk, Penny Bishop and Mark Keefer from the board. Also present were Jeff Herbel from the Enid Public Schools, Commissioner David Vanhooser and City of Enid Public Relations Director Steve Kime.

The first order of business was to rename the group of Suddenlink channels formerly known as PEGASYS. PEGASYS was, and still is, a 501C3 non-profit organization with a board of directors. The board members of PEGASYS have recently voted to not dissolve the entity at this time, so it continues to operate under that name but without any equipment, channels or studio.

Tentatively, the board voted to change the name to Enid Television Network (ETN) which will operate as an umbrella over the three cable channels and eventual ETN website. From all indications, the board wants the City of Enid to continue the three Suddenlink channels but would like to define the mission of each channel and then carry that beyond cable onto the Internet.

Possible uses for the channels would be public access and local programming on channel 11. City of Enid development, instructional shows and city council meetings would be broadcast on channel 12. Channel 19 would be turned over to the Enid Public Schools which would allow them to live stream and record their own educational programming. Allowing the schools to handle their own broadcasts will free up more time for the ETN employees.

The board will meet again next week to continue work on programming ideas, names for each channel and how to handle the public access side of the network. All options seem to be on the table at this time and the city of Enid would like to see the Enid Television Network become a valuable tool for everyone in the future. All of the ideas and decisions by the board will be presented to the city commission and must get their approval before anything is finalized.

PEGASYS Advisory Board Named

The City of Enid, named a CITIZENS PUBLIC ACCESS TELEVISION ADVISORY BOARD at Monday night's meeting. Seven (7) appointments were made from applications submitted by citizens of Enid. Allison McCune Davis, Curtis Tucker, Dallas Krout, Sherry Stotts, Jack Quirk, Penny Bishop, and Mark Keefer were all named to the board.

Yep, Curtis Tucker is me. I'm on the board to help bring PEG programming and live events to the Internet. I believe there is a place for the Suddenlink cable channels but many more citizens can be reached online through live streaming, videos and social media. I have not had Suddenlink service for years and because of that have not seen PEGASYS programming or live events in over a decade. I know I am not the only person in Enid in the same situation.

Jack Quirk of KJ Productions looks to help update the equipment which has now become more mobile and much faster to setup. Quirk followed his father into the broadcasting industry and has been in the business for decades.

Allison McCune Davis is a former executive director of PEGASYS and believes that there is still a useful purpose for the public access concept. Dallas Krout was a current member of the old PEGASYS board.

Sherry Stotts is a former worker at PEGASYS. She helped create programs such as “Community Talk." Mark Keefer operates an online website at www.route60sentinel.com that provides hard nosed news reporting to all of northwest Oklahoma.

Community volunteer Penny Bishop and Ward 6 Commissioner David Vanhooser make up the other board members. City Public Relations Director Steve Kime is a non-voting member of the board and also the meeting facilitator.

All seats on the new board will eventually be three-year terms. Allison Davis, Jack Quirk and I were picked to serve full three-year terms. Stotts and Keefer will serve two years while Krout and Bishop will serve at least one year. All members can be considered for reappointment at the end of their terms.

A temporary 90 day advisory panel was also selected but not announced publicly. I will also serve on that panel along with Davis, Quirk and two others. We will access where things currently stand and make recommendations to Enid City Commission before the new budget year begins July 1.

This Board will be responsible for:

• Keeping the Mayor and Board of Commissioners informed on all PEG related matters;
• Making recommendations to the Mayor and Board of Commissioners regarding relevant emerging technologies and other broadcast options;
• Promoting and developing optimal utilization of the PEG system;
• Promoting community outreach and providing a forum for citizen recommendations and concerns with regard to the use of facilities, programming and other related issues;
• Promoting collaboration and support for community television that will generate an on-going commitment to providing the resources necessary for quality community television.
