Distributing Obscene Material

Kyle Alan Hill, 28, of Enid, Oklahoma was arrested today for two (2) counts of distributing obscene material. Hill was just released from prison and registered with the Enid Police Department on April 2, 2015. He was temporarily staying at 4309 Cascade but was required to move due to sex offender living restrictions.

A report was made with the Enid Police Department that Hill was sending sexually explicit messages and images of his genitals to a random female. Hill obtained her phone number from a public records source.

Sgt. Albright investigated the report and obtained a Garfield County warrant for Hill. Enid Police arrested Hill at his residence this afternoon. Hill later admitted to sending the messages and images to the victim.
Hill was convicted of Indecent Exposure on January 18, 2008 in Muskogee, Oklahoma. Hill is being held at the Garfield County Detention Facility on a bond of $30,000.

TV theft suspect turns himself in
April 3, 2015
Enid Police Department arrested a 30-year-old Enid man Thursday after he turned himself for the theft of several TVs from Walmart.
James Robert Blanchard was arrested at 3:48 p.m. Thursday in the 600 block of South Monore on two complaints of grand larceny. Blanchard turned himself in after police released video and images of him from store surveillance.

Three Arrested After Walmart Incident
April 3, 2015
Three people were arrested Sunday after one threatened to blow up Walmart causing the store to be evacuated.
Nolen Scott Clyman, 45, of Afton; Jason Harold Stubbs, 46, of Broken Arrow; and Teva Ann McKinney, 37, of Locust Grove; were all arrested.
Clyman was charged with felony counts of possession of a controlled substance and terrorism hoax and misdemeanor counts of possession of drug paraphernalia, threatening a violent act and assault and battery.

Complaints of soliciting sex and sexual images
April 3, 2015
Two men were arrested on complaints of soliciting sex and sexual images from a 13-year-old Enid girl using electronic devices.
Michael Gene McLaughlin, 31, was arraigned Thursday on a count of soliciting sexual conduct or communication from a minor by use of technology.
27-year-old Bobby Joe Smallwood Jr. was arrested Friday morning on a complaint of soliciting sexual conduct or communication from a minor by use of technology involving the same teen.

Complaint of possession of child pornography
April 3, 2015
Destin Ross, age 23, was arrested yesterday afternoon for one count of Possession of Child Pornography.
Sgt. Dustin Albright began an undercover online investigation into the file sharing of child pornography on March 23, 2015. He located a user who was sharing or offering to share known child pornography files. The user was tracked to an address in Enid.
Members of the Enid Police Department served a search warrant yesterday at Ross’ residence, 1111 S. Oakwood Rd. #1718. Evidence of the crime was later discovered and Ross admitted to looking at child pornography at home.
Ross is being on $100,000 bond at the Garfield County Detention Facility.

Whenever a sex offender, classified as “Aggravated” or “Habitual” moves into a residence, the police department of that jurisdiction is required by state statute to notify the citizens of that neighborhood.
Kenneth Surratt was convicted of Second Degree Rape, Lewd or Indecent Acts/Proposals to a Child, Forcible Sodomy and Rape by Instrumentation on June 11, 2010 in Enid, Garfield County, Oklahoma. His victim was a child. Kenneth Surratt is not wanted for any crimes and he has registered as a sex offender with the Enid Police Department.
Kenneth Surratt is a white male, Date of Birth December 11, 1967. He is 5’10”, 200 lbs., brown hair and brown eyes. He recently moved to 345 E. Cottonwood, Enid, Oklahoma.

Suspect Captured
March 30, 2015
Last night around 10:30 P.M., the Enid Police Department arrested Nytino Grimes at 421 North 22nd. Police received information that Grimes was inside the residence. Officers Aaron Barber, Joshua Allison and Blayke Hickey, along with Sgt. Eric Reddick made contact with the occupants of the residence. Grimes’ was later taken into custody without incident. Grimes’ was arrested on several outstanding warrants. Detectives also want to talk with Grimes concerning the rash of robberies that occurred earlier this year. Grimes’ who is a convicted felon was also in possession of a 380 semi-automatic handgun.

Across the county we are seeing an increase in door to door sales. Anything from vacuum sales to home remodel to meat sales. Majority of these groups are NOT properly licensed, insured, or authorized to be selling in Garfield County or the state of Oklahoma.
These individuals have been known to be "pushy", target the elderly, and will give a remarkable price.
Things to look for and ask for if you encounter these "Sales people"
- Ask for proof of insurance, state licenses, and business cards
- Ask for the physically address of the business.
- Look at the type of vehicle that is being used. Is is commercially marked? Is it from out of state?

Owner Arrested

Enid police served a warrant at the Sinclair station, 9 Foodmart, on South Oakwood Rd across from Oakwood Mall on Monday afternoon. The store owner was arrested for suspected K2 (Synthetic Marijuana) sales. This was the second arrest at this location for the same crime.

A warrant is out for Cuellar's arrest He is wanted on 15 criminal counts that range from kidnapping to numerous domestic abuse related charges and arson. Bond on his warrant was set at $500,000. The Enid Police Department wants to notify you about a sex offender that has been seen in Enid. That offender’s name is 26-year-old Wayne Myers. He’s currently homeless, but is being supervised by his probation officer.
Myers was convicted of forcible sodomy and lewd or indecent acts to a child under the age of 13 on March 7, 2012 in Woods County. He’s not wanted for any crimes right now and he has properly registered as a sex offender with the Enid Police Department. Myers is being supervised by Probation and Parole Officer John Masquelier. Woman Arrested On Suspicion Of Assault
February 23, 2015
Susan Ford, 46, was arrested after Monday on suspicion of assault with a deadly weapon and domestic battery involving great bodily injury.
A male victim was in the intensive care unit at Integris Bass Baptist Health Center with a stab wound to his chest area.
The incident occurred around the area of 7th and Randolph. The vicitim was found laying in front of the Suds Yer Duds at 729 E. Broadway.

Arrest: Joshua Luckette “Child Abuse”
February 13, 2015 at 3:02 P.M., the Enid Police Department received a 911 call concerning an eighteen month old child not responsive at a residence in the 600 block of East Locust.
Emergency responders; Police, Fire and LIFE quickly responded to the residence and found the child was gasping for air and they immediately transported the child to Bass Hospital.
After observation of the child at the hospital, it was determined that the child had suffered serious trauma to the brain and abuse is suspected. Investigators Sgt. Bryan Hart and Randy Wilson later questioned Joshua Luckette, who admitted that he was the sole caretaker of the child, at the time of the child's injury. Investigators later arrested Luckette for child abuse and transported him to the Garfield County Detention Center.

Former Enid Man Arrested For Child Pornography
February 10, 2015, Eduardo “Eddie” Villegas, age 38, was arrested in Elk City on a Garfield County warrant for one count of Possession of Child Pornography.
Sgt. Dustin Albright of the Enid Police Department began an undercover online investigation into the exploitation of children. He located a user who was in possession of child pornography files. The internet service belonged to an Enid address during the time of the incident. Albright tracked Villegas to Elk City with the help of the Beckham County Sheriff’s Office. Members of the OSBI Internet Crimes Against Children Task Force assisted the Enid Police Department by arresting Villegas in Elk City for the Garfield County warrant.
Villegas is being held without bond at the Elk City Police Department Jail but will be brought back to Garfield County at a later time.

Arrest Lewd Molestation and Oral Sodomy
On February 12, 2015, Bradley Thornton Allen, age 32, was arrested at 12:55 P.M. at his residence 318 West Iowa in Enid, for Felony Lewd Molestation and Oral Sodomy involving a two and half year old female.
Today shortly before 10:00A.M., Enid Police Department Investigators Sgt. Bryan Hart and Randy Wilson assisted the FBI concerning a manufacturing child pornography case they were working. The investigation took them to the residence 318 W. Iowa where contact was made with Bradley Allen. During the investigation Allen admitted it was he who took the photo of himself and the female child which depicted an act of lewd molestation and oral sodomy. Sgt. Hart and Wilson were able to determine the act occurred in the bedroom at the residence 318 W. Iowa, so they place Allen under arrest and transported him to the Garfield Detention Center.

Attempted Arm Robbery
On February 11, 2015, The Enid Police Department received information that Anna Bolin was the female who committed the attempted robbery back on January 28th at the Happy Hour Liquor store, located at 1127 East Broadway. Investigator Casey Von Schriltz learned that Bolin had been arrested on February 10th and was currently being held in the Garfield County Detention Center. Investigator Von Schriltz made contact with Bolin today and she confessed to attempting the robbery, because she needed money. Investigator Von Schriltz charged Bolin with Attempted Armed Robbery and will conclude his investigation and file paperwork with the District Attorney’s Office.
